"Function" in this context is the umbrella Indian-English word for any social or family event — wedding, reception, engagement, naming ceremony, sangeet, milestone birthday, anniversary, housewarming, baby shower. So "function hall" literally means "a hall where functions are held."
The term is also used in Telugu and Kannada-speaking contexts as a local-language-friendly alternative to the more North-Indian "banquet hall."
